Question about memory/constitution_update_checklist.md usage

I'm trying to understand how memory/constitution_update_checklist.md is intended to be used in this project.

My questions:

1. Purpose: Is this checklist meant to be used with Claude Code (or other coding agents) to review changes made to the constitution?
2. References: I can't find this file being referenced anywhere else in the codebase. Where/how is it actually utilised?
3. Hardcoded content issue: The current version contains hardcoded "Article-specific updates" that don't necessarily align with the project-specific constitution. How should this be handled for custom implementations?

Has anyone successfully used this checklist or have insights into its intended workflow?
Any clarification on the proper usage pattern would be greatly appreciated!
