Not all clients deserve the same rate limit. Integrating an IP reputation score (based on historical abuse, ASN, geo)
and adjusting the token bucket capacity per-client would give known-good IPs more headroom while throttling suspicious
sources harder.

Prometheus metrics are exported but there is no pre-built dashboard. A Grafana JSON template showing request rates,
rejection rates per algorithm, top throttled IPs, and bucket fill levels would make the metrics immediately useful
without manual dashboard setup.
