A bucket can pass the initial scan and then have its policy loosened later. Storing the last-known-good policy hash and
comparing on each scan would catch drift between scheduled runs. Alert on any policy change, auto-remediate if the new
policy allows public access.

Summary
When a user does a query and has the bucket with the same min and max value, the bucket won t return anything if all the
values are the same.
