BUCKET.QUERY and BUCKET.DELETE should run on primary shard owners.

Currently, it s possible to run BUCKET.QUERY and BUCKET.DELETE on any cluster member. This leads confusion and slowness in query execution time. Those commands should raise REJECT exception if the executor member is not a primary owner. We keep multi-node buckets.
