Track removal of temporary prompt voice legacy API compatibility added in PR #9634. The legacy /voice_agents path remains default during backend regional rollout and private-preview validation. Once the service unified /agents API and flat audio.output voice shape are stable across target regions, switch azd to the unified API path by default, remove the legacy /voice_agents integration and AZURE_VOICE_AGENT_API compatibility modes, and add public documentation for the final behavior.
