Global rules are not applied if a provider matches #504

Hi, I think there is a bug where global rules are not matched (despite what the name might suggest) if a provider matches. Could the logic be changed so that global rules are applied everywhere?

for example, using the built in cleaningTool, testing the globalRules.referralMarketing rules, https://example.com?ref=123 becomes https://example.com/ correctly, but https://github.com?ref=123 remains as https://github.com?ref=123 (because a ruleset exists for that domain.
