Docs still link to deprecated DND-IT/action-config #143

After the tamci migration (#142), the reusable workflows no longer call DND-IT/action-*, but the docs still point readers at the deprecated repos:

• docs/workflows/service-pipeline.md:20 - links to https://github.com/DND-IT/action-config for the matrix-config format
• docs/workflows/service-pipeline.md:131 - same link for the config_path file format
• TODOS.md:18 - backlog note referencing dnd-it/action-yaml-update@v0

Those repos are deprecated and will be archived, so the links will rot.

Suggested fix: point the two service-pipeline.md links at https://github.com/DND-IT/tamci/blob/main/docs/subcommands/config.md and reword the TODOS.md note to name tamci set. Left out of #142 to keep that PR a pure uses: swap.
