Api does not list stopped inputs #4484
Description
Graylog api/cluster/inputstates does not show stopped inputs.
Expected Behavior
I excpect "Cluster-wide input states" api output also to show stopped inputs.
Current Behavior
Only running inputs are listed from api output.
Possible Solution
Steps to Reproduce (for bugs)
Context
I'm trying to monitor if any input is stopped.
Your Environment
- Graylog Version: 2.4
- Elasticsearch Version: 5.6.4
- MongoDB Version: 3.4.9
- Operating System: Ubnuntu 14.04

I can confirm the issue. The problem is that handling of stopped inputs is identical to those deleted completely. For both cases the input state is removed immediately.
Rate-limit the input state read path and cover its skip branches
