Add keyboard shortcuts for drawing tools #41

What?

We should be able to switch drawing tools with keyboard shortcuts instead of relying only on the UI. This should cover the pencil, bucket fill, and other drawing tools as they are added.

DOD

• The user can select the pencil and bucket fill tools with shortcuts
• Shortcuts select the correct active tool
• Existing keyboard controls continue to work
