no-mistakes ship brief tells the worker to pause for compaction, but a home without config/idle-compact never compacts it - the worker waits forever #3
A ship worker appended 'paused: awaiting compaction before validation' as the generated brief instructs, but the secondmate home it ran in had no config/idle-compact (the file is home-local and not in the inherited config list), so bin/fm-idle-compact.sh's declared-state fast path never ran and the lane sat idle for 30+ minutes with a five-line change until a human noticed. The primary home had the file; the secondmate home did not.
Fix options: (a) add config/idle-compact to fm_config_inherit_items so a secondmate inherits the primary's setting; (b) make bin/fm-brief.sh emit the compaction pause step only when the home's config/idle-compact is present, otherwise tell the worker to start the run directly; (c) both. Recommend (c). Also: the watcher should surface a declared pause older than N minutes in a home where idle-compact is off as a stale wake, not silence.
