fm-merge-local.sh refuses a no-mistakes task that converged with no PR (project without a forge) - no landing path exists for it #4
A project registered no-mistakes has no forge: its origin is a local bare repo and its upstream is reached through a human-run publish step. The lane was spawned mode=no-mistakes, the pipeline converged with zero findings and no PR, and the branch sat ready. On the owner's 'land it', bin/fm-merge-local.sh refused because the task's recorded mode is not exactly local-only, and bin/fm-pr-merge.sh needs a PR URL. The secondmate correctly refused to hand-replicate the fast-forward around the guard until explicitly told.
Fix: fm-merge-local.sh should accept a no-mistakes task whose run converged (axi status passed, no PR step, no forge) as equivalent to local-only for the landing path, keeping the captain-hold-release and lock steps; or fm-spawn should refuse mode=no-mistakes on a project with no forge and tell firstmate to use local-only. Recommend the first, since the pipeline's review and test steps are still valuable without a forge.
