PR 5 of the dependency update stack (#955)
Stacked on PR 4 (review only the top commit). Updates every GitHub Action in
test.ymlandrelease.yml. Each stays pinned to a full commit SHA (resolved from the release tag).actions/dependency-review-action(v5.0.0) andc-py/action-dotenv-to-setenv(v5) are already current.The three major bumps carry no change these workflows depend on. checkout v7 blocks checking out fork PRs under
pull_request_target/workflow_run, which aren't used here. setup-java v6 removes the legacy Adopt distributions and renamesjdkFile; we usetemurin. cache v6 is an ESM migration.Supersedes Dependabot's #905, #910, #911, #912, #913.

This PR's own CI run exercises
test.yml.release.ymlonly runs on release. Full local run of thetest.ymlsteps on this commit: pass: lint,clean install -Pdocker, the PGP verification test,docker compose build, the Tomcat config test, unit tests (259 run, 0 failures, 2 skipped) and integration tests against MariaDB 10.6.11 (312 run, 0 failures, 5 skipped).Refs #955
