Face-to-face: a human message that does not @ the Bot still starts a Chief model turn #167

Closed

Description

@Birfy

From box UI testing on main after #163.

In an open face-to-face room, the owner sent a plain line (not @-mentioning any Bot). Chief still started a model turn and produced a reply that became a second held outgoing message.

Expected: a human room line does not open a Bot turn unless the Bot is @-mentioned (or there is an explicit “ask the Bot” action).

Related to the social UI polish umbrella; this one is a behavior bug, not just copy.

    Superseded by #287 (PR #288): the user wants Bots to answer without an @ in face-to-face rooms. The rule is now one local Bot (admin, else the first) answers the owner's plain line; @name / label / handle picks a Bot; @ALL is everyone; a friend's line only calls my Bot by label or handle. The original complaint (a Bot's reply becoming an unexpected held message) is unchanged: replies still go through approval / Auto-send.
