If cache: yarn is specified, this action fails #1027
Chiming in to say that after some cleanup of my code base, I experience this error, too, but only on Windows runners. Running corepack enable before the setup-node action works fine for *NIX-based runners, but fails for Windows. I first thought this could be fixed by switching the shell (I commonly run everything in bash where possible, only switching to cmd/pwsh where necessary.)
I can confirm that this does not work, neither with bash, cmd, nor pwsh.
