When will the default npm be npm@12 instead of npm@11?

Currently:

    - uses: actions/setup-node@v7
    - run: npm install --global npm@12

will upgrade from npm@11 to npm@12. When will the default npm be npm@12 instead of npm@11?

Justification:
Justification or a use case for your proposal.

A date will be a forcing function to get projects to prepare.
