/compact returns end_turn before its native turn finishes #644

Observed with unpatched @agentclientprotocol/codex-acp@2.2.2, Codex 0.160.1, Node 24.21.0, Linux, ACP v1.

1. Create a session and complete a normal prompt.
2. Send /compact.
3. Immediately after its {"stopReason":"end_turn"} response, send another session/prompt.

The next prompt can fail:

code=-32603: failed to submit turn input: ActiveTurnNotSteerable { turn_kind: Compact }

Expected: after end_turn, the session accepts another prompt.

Likely cause: CodexAppServerClient.runCompact() can resolve on compaction-item completion before the native turn/completed.
