MCP Servers are not available if config is per project #4054: MCP Servers are not available if config is per project - This describes the exact same issue where plugins/MCP configurations defined at the project root level are not being respected by OpenCode

I experience the same issue with AGENTS.md in the project root. OpenCode doesn't respect this file when running via the GitHub action. Without this, the agent ignores my project's corrective instructions in AGENTS.md and makes silly mistakes like using the wrong package manager.
