Config option for disabling autofetch of lsp servers

LSP server is automatically downloaded from GH in https://github.com/sst/opencode/blob/dev/packages/opencode/src/lsp/server.ts. Sometimes it is not appropriate to fetch any remote binaries from GH. I'd want a config option to explicitly disable downloading missing LSP server binaries.

I can do it myself, if you tell me that the option is OK for merge.

I think a PR would be accepted here @segoon

yeah would take a flag for OPENCODE_DISABLE_LSP_DOWNLOAD

@thdxr
