Support upgrading Winget-installed opencode #30026

Description
On Windows, opencode installed with Winget is detected on PATH through the WinGet Links shim, but the upgrade method list does not include Winget. opencode upgrade and /global/upgrade therefore cannot route a Winget install to winget upgrade --id SST.opencode --exact.

- Install opencode with Winget: winget install --id SST.opencode --exact
- Confirm where opencode resolves under Microsoft\WinGet\Links
- Run opencode upgrade or call /global/upgrade

PR #30025 implements winget upgrade detection and routing. This would solve the issue where opencode tries to use npm even when installed via winget. The PR has tests and passes typecheck. Would be great to see it reviewed and merged.
