pending tool call can remain stuck after schema validation error #30093
A malformed built-in tool call can be persisted as a pending part before schema validation reports an error. For example, a bash tool call with an empty object is missing the required command field.
Expected
The matching tool part should be settled to error so the session can continue or finish.
Actual
The persisted tool part can remain pending, leaving the session stuck with a tool call that will never run.
