[FEATURE] ACP: emit SessionUpdate::Plan from todowrite tool calls #30659

Problem
When opencode is used over ACP, the todowrite tool's structured todo list is only sent as a generic tool_call / tool_call_update. ACP defines a dedicated SessionUpdate::Plan notification for exactly this purpose, and clients like Zed, JetBrains, and Hydra render it in a dedicated plan/todo panel. Today that panel stays empty for opencode, while Claude Code (over the same protocol) populates it.

This was closed without a good reason, while the gap is still present and the PR sits waiting. The bot has been closing a bunch of perfectly good issues, just because the backlog is too big to tackle them in time, but that doesn't mean the issues should be scrapped. Please reopen this one.
