[FEATURE]: Fix V2 shell stderr output handling #34493

Describe the enhancement you want to request
Verify and fix V2 shell tool stderr capture/rendering.
Context from the V2 beta discussion:
- There may be weird behavior when a shell command writes to stderr.
- We should ensure stderr is captured and surfaced clearly in shell tool output/session messages.
Expected scope:
- Add a test command that writes only to stderr.
- Verify shell tool output includes stderr.
- Verify combined stdout/stderr behavior is intentional and documented.
- Ensure TUI/session rendering shows the output instead of appearing empty or broken.
