Description
When using apps like Wispr Flow to dictate Answers for follow-back questions in plan mode. If the answer is long enough, the UI starts flickering.

Steps to reproduce
Let the planned mode ask you some question. Select "Type your own", and then use an app like Wispr Flow to answer the question. Speak something a little bit longer than you can see the flickering happening.

This issue might be a duplicate of existing issues. Please check:
Both issues describe flickering/visual jank when editing longer text answers in plan mode with the experimental plan mode feature enabled. Issue #8878 specifically mentions similar cycling/jank text behavior when editing multi-line answers.
Feel free to ignore if this is a distinct case specific to Wispr Flow integration.
