[Dev][Release] Verification with USE_CONDA=1 fails for GLib and Ruby on macOS #55366

Describe the bug, including details regarding any error messages, version, and platform.

verify-release-candidate.sh with TEST_DEFAULT=0 TEST_SOURCE=1 USE_CONDA=1 fails on macOS arm64:

• C GLib Failed to load shared library 'libarrow-glib.2600.dylib'. Conda's bin/bundle is #!/bin/sh wrapper, and SIP strips DYLD_LIBRARY_PATH
• Ruby .pc doesn't exist: <liburiparser>. Homebrew's pkgconf gets selected instead of conda's pkg-config

Also, docs pagerelease_verification.rst lists outdated packages (node, openjdk, maven)
