HA VM restart host up is not working as expected #12560
When the HA VM restart host up is enabled, it is expected that when an out of band stop of a VM is detected, the VM will be power up again. However this does not happen in cloudstack 4.22
After manually shutting down an HA instance from within the VM, it does not restart automatically.
I only see these events generated again and again. I do remember seeing this work before though.
versions
Cloudstack 4.22 on Alma 8 and Cloudstack Agent on Alma 8 with NFS
The steps to reproduce the bug
Create HA enabled VM
Ensure HA VM restart host up is Enabled
Shutdown the VM from console
Events showd out-of-band shutdown detected
VM does not startup
...
What to do about it?
VM should be started when it is shutdown from within the VM when HA VM restart host up is Enabled

@kiranchavala , you are saying that both this and #12411 can be closed with #12463 merged, are you?
