Support from_protobuf (ProtobufDataToCatalyst) #7432

What is the problem the feature request solves?

from_protobuf from the spark-protobuf connector is not supported, so a projection that decodes a protobuf column falls back to Spark, along with the operators above it.

Describe the potential solution

First try running it through the JVM codegen dispatcher, which handles other Spark expressions with generated code. A fully native decoder would need the message descriptor on the native side, and should only follow if the dispatcher path is too slow.
