What is the problem the feature request solves?

Native percentile supports a single literal percentage on numeric input. percentile(col, array(0.5, 0.9, 0.99)) and the frequency form fall back to Spark, along with the enclosing aggregate.

Support an array of literal percentages (returning an array) and the frequency argument.
