Add ExecutionConfig to python bindings #1496

I am using the datafusion python bindings to get datafusion added to h2oai/db-benchmark. In order to have more control of the execution context i would like to be able to use ExecutionConfig with the python bindings.

Add ExecutionConfig class and / or the relevant ExecutionContext methods that update the config to the python bindings
