Make current_date aware of execution timezone #17995

The current_date() function currently uses UTC tz. Now that functions have access to the ConfigOptions current_date() can be updated to use the tz set in 'datafusion.execution.time_zone'

current_date() returns a tz aware date via the 'datafusion.execution.time_zone' config option.
