[Bug] Bundled NOTICE of paimon-codegen lists Scala 2.12.15 but the jar ships 2.12.18 #10869

The NOTICE lists scala-compiler, scala-library and scala-reflect at 2.12.15, while all three *.properties files in the same jar report maven.version.number=2.12.18.

What doesn't meet your expectations?
The bundled NOTICE should list the Scala versions actually shaded into the jar. On master, mvn -pl paimon-codegen -DskipTests package prints Including org.scala-lang:scala-{library,reflect,compiler}:jar:2.12.18.

Anything else?
Introduced by #5505 (359ccad), which changed scala212.version from 2.12.15 to 2.12.18 (codegen.scala.version resolves to it) without updating paimon-codegen/src/main/resources/META-INF/NOTICE. The license (Apache-2.0) is unchanged; only the three version labels are stale. Same fix shape as #8966.
