Gitmate auto assign on commit mention

When a commit mentions an issue , a link is created on the issue.
This can be used to auto assign unassigned issues, or at least create a queue for maintainers to review and manually assign.

This avoid problem of inviting people to be members before they have shown an interest or aptitute.

This should get merged into the Gitmate plugins project

A possible enhancement to this is to only assign them when the checks have passed. Otherwise they may not have a viable PR, and the issue should stay unassigned.

The 'queue' approach could initially be implemented as a nightly job in the community repo, creating a list of potential assignments that maintainers should work on.
