Locator performance enhancement on GET

On every read (or write?) write to a dictionary with key => server

On subsequent reads

Check cache
If a hit, HEAD that one first
HEAD the rest

Similarly can we temporarily cache unhealthy/unsuitable object nodes. IE if 30 seconds ago an object storage node was down, it's probably still down. Go through the rest first (for any operation) and only check the unhealthy one if the operation cannot succeed using any of the healthy nodes.
