a reliable, maintained parser and checker for GitHub code owners so that I can trigger processes based on who owns them
Describe the solution you'd like
parse a file or file contents in the GH Code Owners format and then have a method on the parsed object to check files and return who owns them
something like https://github.com/beaugunderson/codeowners
Describe alternatives you've considered
using https://github.com/beaugunderson/codeowners but it has various dependencies and I'm concerned about long term support

This sounds like a useful library to put on jsr (or npm) if there isn't a good one there already. I would recommend against implementing it in
stdas CODEOWNERS isn't really a standard (Gitlab and Github have different dialects)
