Migrate from `pl.project13.maven:git-commit-id-plugin` to maintained `git-commit-id-maven-plugin`

The current plugin we are using seems to have moved to https://github.com/git-commit-id/git-commit-id-maven-plugin and new Maven Co-ordinates at https://central.sonatype.com/artifact/io.github.git-commit-id/git-commit-id-maven-plugin (was at https://central.sonatype.com/artifact/pl.project13.maven/git-commit-id-plugin - website now gone)

We should review and migrate at some point, although 4.9.0 -> 10.0.0 looks pretty daunting for a maven plugin that looks at commits.

Hi @chadlwilson , I have raised a PR for this issue #8444.
Please review it when you get a chance.
Also, I’m really interested in contributing more — could you please suggest some beginner-friendly issues where I can actively write code?
I’m comfortable with Java and backend development, so I’d be happy to work on related issues.
