Part of epic #1047. Implements Drew's cadence ruling 2026-10-26: "weekly review is probably too slow" — the hub design's Q8 weekly default is SUPERSEDED.
New cadence for console-only pools (Claude Pro, ClinePass, OpenCode Go Personal+Lab, Open Design, Command Code, Antigravity, Meta High Usage):
stewardship-cycle (hourly) checks staleness every cycle and flags any card past cadence in its cycle log / stalled sweep;
full console-read refresh DAILY (a named block, replacing the proposed weekly block);
immediate re-read on a wall hit, at >=85% of a window, or when the measurement gate needs a <=60-minute-old read for a placement.
Work:
Add the DAILY CONSOLE READS block to the live stewardship-cycle body (preserve the Q7 Meta PAYG scan and the USAGE SNAPSHOT APPEND blocks verbatim) and run the snapshot-append step after each refresh.
Update the refresh protocol in quota-view.md and hub design §6 Q8 to the new cadence (mark Q8 superseded, cite this issue).
Every read lands as dated observations in quota-view + provider-quota-registry, never estimates of picker values.
Acceptance: cron body verified by read-back; first daily refresh completed with all listed pools re-read or explicitly marked unreachable with the reason.
Progress 2026-10-26 22:24 CDT: the cron-body step is DONE. The DAILY CONSOLE READS block was applied to the live stewardship-cycle body via cron update (Drew directed: apply as its own step, no read-back — the update result confirmed the change, schedule reconciled, next run 22:36 CDT). The block contains: (a) daily refresh in the first cycle at/after 06:00 America/Chicago, gated on a CONSOLE READS entry in the cycle log; (b) staleness check every cycle; (c) event-driven re-read on wall / >=85% / 60-minute measurement-gate need; Meta console reads route via Drew's laptop browser only.
Remaining acceptance: the first daily refresh completing with all listed pools re-read or marked unreachable with reasons (expected in the 2026-10-27 morning cycles), plus the quota-view/design doc updates — the doc updates landed 2026-10-26 (hub design header, quota-view refresh protocol).
Cron-body step: the DAILY CONSOLE READS block was applied to the live stewardship-cycle body 2026-10-26 (progress comment on this issue, 2026-10-27T03:27Z). Read-back — the one acceptance item Drew directed be skipped at apply time — was performed in this triage (2026-10-29): the live stewardship-cycle body contains the full DAILY CONSOLE READS block: (a) daily refresh in the first cycle at/after 06:00 America/Chicago gated on a CONSOLE READS entry in the cycle log, (b) staleness check every cycle, (c) event-driven re-read on wall / ≥85% / 60-minute measurement-gate need, and the USAGE SNAPSHOT APPEND step runs after refreshes. The Q7 Meta PAYG scan and snapshot-append blocks are intact alongside it.
Doc updates landed 2026-10-26 (hub design header marking Q8 superseded, quota-view refresh protocol) per the same progress comment.
Daily refreshes are running: provider-quota-registry records stewardship cycle 96's "CONSOLE READS 2026-10-28" (~06:40 CDT) covering every listed pool — OpenCode Go Personal/Lab and ClinePass fresh that day, Codex read, and Meta High Usage, Claude, Open Design, Antigravity, and Command Code each either re-read (late handoffs the same cycle completed Open Design and ClinePass console reads) or explicitly marked unreachable with the reason (laptop outage, standing Claude sign-in blocker, lost Command Code login). Several pools' freshest reads dated 2026-10-27 show the cadence also operated the day before.
Routing: no follow-up packet — nothing remains to build. Closing as completed.
