feat(usage-hub): self-monitoring — feed staleness + fixture-fallback alarm #1116

Open

Description

@dezren39

Part of epic #1047. Design: hub-v2-v3-design-2026-10-26.md §6.

The hub can fail silently today: if the fleet feed goes stale or a section falls back to fixtures, the page still renders (the pm-feed pull-to-main caveat; collector boot-persistence is code#903, a dependency — do not duplicate it).

Add: (1) collector heartbeat timestamp carried in the feed; (2) aggregator surfaces feed age prominently (footer + /api/health) and flags any facet on fixture fallback; (3) a drift check on the sandbox pm-feed checkout vs origin/main, surfaced in the same health view; (4) stewardship's hourly staleness check (live in its DAILY CONSOLE READS block) names a stale feed as a finding.
Acceptance: killing the collector in a test makes the dashboard visibly say so within one collector interval; silence means healthy.

    state: triaged (coverage pass)
    Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 30 (priority/none). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.
