Description
Priority P2 — order 11. Horizon: Month. Design: quota-plane-design-2026-10-26.md (usage-billing-hub goal files), Stage 2. Parent context: epic #1047. (§6)
Design Stage 3 — predictive, self-tuning quota operations — so the next stage is planned before it is needed:
- Pace forecasting per window (projected exhaustion) driving placement BEFORE caution zones, not at them.
- Automatic pool re-weighting PROPOSALS as repo PRs (never silent config edits) with the forecast evidence attached.
- Anomaly detection: burn spikes, adapter schema drift, vendor plan changes wired to the evidence-baseline diff protocol.
- A weekly design review folding forecast accuracy back into the rules.
Method: one design doc (stage-3-design) in the usage-billing-hub goal files, using >=2 weeks of gatherer history as its evidence base; Drew reviews; then granular issues per component under a Stage-3 epic, same filing pattern as Stages 1-2.
Acceptance: design doc delivered + linked from the hub GOAL.md; Stage-3 epic filed with prioritized children (or an explicit Drew decision to defer).
Acceptance criteria
- A Stage-3 design doc (predictive, self-tuning quota operations) is delivered in the usage-billing-hub goal files, grounded in ≥2 weeks of gatherer history.
- The doc is linked from the hub GOAL.md.
- A Stage-3 epic with prioritized child issues is filed — or an explicit Drew decision to defer is recorded.

Intake review
Fleet monitor intake enrichment (protocol §5) — 2026-10-28T06:26Z. This issue was filed 2026-10-27 by Drew (dezren39) from the 2026-10-26 live pm-stack review and had no

Picked up queue task 2463 for triage. Checking current ownership, evidence availability, and whether the prescribed follow-up is appropriately scoped.
dezren39 commentedon Nov 1, 2026
Triage is parked until the evidence prerequisite can be verified: Stage 3 requires at least two weeks of actual gatherer history. The parent records scheduled gathering beginning October 27 and estimates maturity around November 10 (see #1047 and #1151). On resume, verify the actual history and route a design-specific follow-up; do not treat this as a small implementation fix or infer missing data. Queue task 2463 is eligible again November 10.

Clarification: the ≥2-week history requirement applies to the delivered design’s evidence base, not necessarily to starting preliminary design. The Stage-2 design sets a separate start gate: Stage 2 live for a majority of pools. On resume, check that gate and actual data; if appropriate, scope preliminary design before the full evidence window matures. Gatherer snapshots are change-only, so forecasts must account for irregular samples and gaps.

state: reviewed (coverage loop-back)
Coverage pass 2026-11-03, loop-back review: this issue was re-reviewed (drift / overlap / already-handled / stale / blockers / ordering) so every open issue in the four repos is reviewed and in the system. Verdict: still live; in the system as task 2463 (triage, parked, priority 50) in repo-health-code-pilot. Labels audited and synced. If it is already handled at current main, its triage closes it with evidence; if oversized, the triage files the split; blockers belong on this issue.
