meta(labels): canonical PM label + status-label invariant sweep — one canonical component label, one status per item #1222

Closed

Description

@dezren39

Part of epic #1184 (PM stack coherence review, 2026-10-26).

Combines github-audit P10 and P11. Component label split-brain: app/aggregator vs app/pm-stack partition PM issues arbitrarily (security issues under one, epics under the other; #902 under neither, using area/infra), so no single label retrieves the PM backlog. Status-label hygiene also fails: closed #1046 carries both status:done and status/in-progress, and founding issues #851/#852/#902 sit in status/needs-triage while their deliverables shipped. Note: there is no kind/meta label in this repo, so this files under kind/chore.

    Intake review

    Fleet-monitor intake pass (protocol §5), 2026-10-28.

    Still live: verified this run — the issue is open, and a merged-PR search found no PR that explicitly resolves it (no fixes-reference; the only real merged hit in the search set, PR #1318, does not mention it). It does not merely look solved.

    Related: Related: epic #1184; items named in the body: #1046, #851, #852, #902.

    Notes / risks: Risk: relabelling is fleet-visible — do the before/after sweep report in the same pass so the change is auditable.

    Suggested approach: Suggested approach: pick app/pm-stack as canonical (it is the label this batch already carries), alias/retire app/aggregator in filing docs, then run the status-invariant sweep.

    Labels normalized this pass (see the issue's label set); acceptance criteria appended to the body as the standard ## Acceptance criteria section, original body preserved verbatim above it.
