Work (Drew, 2026-10-27)

The fleet monitor tends issues and queue state; nobody tends the
planning layer. Build program-tending (daily, all four repos,
≤~12 actions/run, everything logged):

  • Epics: open epic issues — child progress, last activity,
    body-vs-reality. Silent 7+ days → status comment (last movement,
    next step, blockers); all children closed → completion comment
    proposing closure.
  • Roadmaps: ROADMAP.md + planning/roadmaps vs landed work.
    Drift is fixed by PR (forward-looking rows only — never Done
    rows); ambiguous drift gets meta/roadmap-drift + a comment
    instead of a guess.
  • Projects: board items whose status contradicts issue/PR
    reality get corrected where possible; unreadable board state is
    reported, never fabricated.
  • Stalled PRs: open PRs with no activity in 48h+ (and no
    held/do-not-merge) get one check-in comment naming what they're
    waiting on + the next step; fleet-owned PRs that merely need
    shepherding get a pr_shepherd queue packet instead of only a
    comment. Drew's own feature PRs: comment at 7 days, never a
    packet.
  • Loose ends: parent/epic notification when children close,
    duplicate cross-links, and the aging user/review list surfaced
    daily (his queue — reported, not re-decided).

Acceptance criteria

  • Job live; first run's log shows actions (or verified
    no-actions) in all five sections.
  • First roadmap-drift PR or meta/roadmap-drift application
    lands within the first three runs, or the run reports the
    roadmaps verified-clean with the checks named.
  • A stalled PR receives a check-in inside the first two runs,
    or the run verifies none met the 48h rule.
