fix(dashboard): action clicks give no feedback and snoozed cards never leave — reflect the actions store at render #1443

Description

BUG (Drew, 2026-10-27): on the Plaid confirmation card he clicked acknowledge, answer (×3) and snooze — every click recorded an action (store shows them, state=new) and NOTHING on the card changed; the card would not go away. Two compounding causes: (1) the only consumer (orchestration-pass) runs hourly, so state changes lag up to an hour; (2) the dashboard renders no pending/applied state and does not suppress items at render time even though the actions store sits in the same process.
FIX: the dashboard itself must reflect the store immediately: after a click, the card patches in place to "sent · pending" and repeat clicks are disabled; an active snooze moves the card to the "Snoozed by you" strip AT RENDER (and on the async refresh) without waiting for the consumer; an acknowledged card renders quiet/collapsed. This must cover items rendered from the orchestration GOALS section (linedUp) as well as the tiers — the Plaid card comes from goals[].linedUp (ref orch:goal_6f48d745f802).
Acceptance: click snooze on a card → it leaves the main list immediately and appears in the snoozed strip; click acknowledge → visible pending state; no duplicate actions from repeat clicks.

Shipped in PR #1470 (merged 2026-10-27T16:54:16Z), deployed to the laptop aggregator and verified live at content level through the tailscale serve address.

What landed: cards derive their effective state from the actions store at render (src/card-state.ts). A click patches in place — "✓ sent · pending", the matching control disables (no duplicate pending actions), a suppressing verb tombstones the card — and the next render/fragment shows the real state: an active snooze (pending counts, exactly like applied) moves the card to the "Snoozed by you" strip, an acknowledged card renders quiet, and the queue counts are the visible counts. Keyed by objectRef, so goals-section items (your Plaid card, orch:goal_6f48d745f802) are covered — verified live: that card now appears exactly once, in the snoozed strip, and is out of Needs User.
