id: PoC: package tic-tac-toe as the first apps/ folder — app.toml + host discovery

From the app-packaging design for #2026 (doc PR from task 3389), §6.

PoC: package tic-tac-toe as the first real app under the proposed layout:

Create pkgs/id/apps/tic-tac-toe/ with an app.toml per the design's schema (id, [program] with the prebuilt module / module_hash variant, [interfaces.cli], [resources]) and the existing example's code + resources as one set.
Host discovery: at startup the host scans apps/*/app.toml, validates (folder name == id; unknown fields are errors), and registers the app — one malformed manifest disables only that app, with a named error.
Prove it: the packaged tic-tac-toe is discoverable and launchable through the same path the path-convention example uses today.

Acceptance criteria:

pkgs/id/apps/tic-tac-toe/app.toml exists and validates; the app is discovered by the host without path-convention code.
A malformed second app.toml demonstrably disables only its own app.
Results linked from id: investigate: app packaging — apps as folders (code + resources), TUI/web interface parity, web-native specialization #2026.

This is a PoC to validate the design's §2/§3 shape — not the permanent packaging system; do not build the pack step (§5 of the design) on it without a review round.
