Description
Problem
The merge queue no longer merges: entries are added and then dropped a couple of minutes later, while the PR stays OPEN and mergeStateStatus: CLEAN. No pull request has merged since #2233 at 10:57:51Z on 2026-10-29, though the queue keeps accepting new entries.
Evidence (observed 2026-10-29 18:20–18:35Z)
Three independent entries, all ejected:
| PR | added_to_merge_queue | removed_from_merge_queue | outcome |
|---|---|---|---|
| #2393 | 18:21:35Z | 18:28:11Z | open, not merged, checks never failed |
| #2326 | 17:38:50Z | 17:56:37Z | open, ejected |
| #2326 | 18:04:20Z | 18:07:35Z | open, ejected |
| #2326 | 18:31:12Z | 18:33:57Z | open, ejected 2m45s later |
- Both PRs were
CLEANand fully green on their own head SHA before enqueueing; test(usage-hub): contract tests for /api/quota.json hub sections (#1119) #2393's diff is one added test file, docs(id): app packaging design — app.toml, apps/ layout, TUI/web parity (#2026) #2326's is one docs file. merge_groupruns are being created and mostly succeed — e.g. runs 40931573502 (5665d2b), 40931476149 (5072cc1), 40931104314 (a803595), 40930771465 (d93daff) allcompleted success— so nix ci itself is not reporting a failure. One merge_group run in the same window wascancelled(40930683919, afde25b).- The queue is running far behind: several
merge_groupruns satqueuedfor minutes at a time (runner saturation), which is why entries spend most of their short life inAWAITING_CHECKS.
Hypotheses to check (in this order)
- Required-check name set does not match what reports on
merge_groupSHAs. ci: run nix ci on merge groups (merge-queue pilot step 1) #2233 (merged 10:57) was itself "ci: run nix ci on merge groups so the merge queue sees its required check". If the branch-protection required list still names a job that only exists onpull_requestevents (e.g. a per-check name, or a job that isskippedon merge groups), the queue entry can never satisfy it and GitHub drops the entry. Compare the required checks in branch protection against the check-runs attached to agh-readonly-queue/...SHA. - Merge-queue check timeout / runner saturation. If the batch's merge_group run is still
queuedwhen a queue timeout fires, the entry is ejected and requeued — repeating forever. The observed ~2m45s–6m30s lifetimes are consistent with an early timeout or a batch being cancelled. skippedconclusions counted as not-successful. On merge groups several jobs reportskipped(full (main tier): Nix flake evaluation, full (main tier): nix flake check); a queue rule that requires every check to besuccesswould reject those.
Impact
This is the terminal step for most of the repo-health queue: many tasks are parked at awaiting_ci with a green PR that cannot land, and each shift re-verifies, re-enqueues, and parks again — burning lane budget without throughput. It also means main has not moved in ~7.5 hours, so CI fixes (e.g. #2401) cannot land either.
Not caused by the PRs named here
Both examples are single-file, green, up-to-date branches; the ejection happens to any entry. Do not "fix" the PRs.
Acceptance
- A PR enqueued with green checks merges (test with an already-green low-risk PR after the fix).
- The branch-protection required-check list and the merge_group check-run names agree, documented in
.github/ci-policy.md.

check_response_timeout_minutes: 30. Same shape as the table in the issue body.Hypothesis worth testing (cheap): the queue is in a rebuild loop, not a check loop. Entries are added continuously by several lanes (adds at 19:41:22, 19:42:37, 19:45:59, 19:48:05, 19:48:41Z in this window alone); if each new add re-groups and abandons the previous group mid-build, no entry ever survives to the merge step, and
removed_from_merge_queuefires on every one. Test: hold all enqueues for ~10 min with a singleCLEAN, green entry and see whether it lands. That distinguishes "queue cannot merge anything" from "queue cannot merge while it is being re-seeded".Related: #1599 (check runs stuck queued / no runner pickup) and #2151 (pre-existing

Addendum, same shift (19:52–19:56Z) — the churn hypothesis above is wrong. With no enqueues from me and no new adds, the queue drained to empty and still merged nothing:
Every entry dies on a roughly fixed ~2.5 min cadence — about the length of its own merge-group build — and
mainnever moves. So it is not enqueue pressure and notcheck_response_timeout_minutes: 30. The pattern fits the entry being dropped when its group build is superseded/cancelled (nix-ciconcurrency: cancel-in-progress: true, group keyed bygithub.ref, i.e. per merge-group ref) rather than after the merge step: the required check for #2335's group was observed starting 5 s after that entry had already been removed. Worth checking whether a group's required check arriving ascancelled(notfailure) is what removes the entry.dezren39 commentedon Oct 29, 2026
Fresh datapoint for #2403 (2026-10-29 ~20:33–20:37Z, queue task 2875, lane B): PR #2190 (mergeState CLEAN, all reported checks pass, Codex clean on head

agent-note:v1 — datapoint on #2403 from queue task 3495 (openchamber scheduled lane, 2026-10-29T20:58Z)
The "required check never reports on merge groups" hypothesis is falsified on current main.
origin/main's.github/workflows/nix-ci.ymlalready carries the merge-queue trigger (themerge_group:entry is in theon:block, with the comment thatbasic: proxy port fallbacksis main's required status check and must run on merge groups). Merge-group runs are firing and succeeding:So the queue is seeing its required context pass on the combined head, and the entry is still dropped. That points away from check-name/timing and toward either (a) a second required context in the ruleset that no workflow produces on a merge group, (b) the merge-group base being stale relative to
main(mainis frozen at5a34fa70while merge groups are built on newer commits), or (c) the queue's own re-validation between the successful merge-group run and the actual merge.(For the record, my clone's local
nix-ci.ymlwas stale and showed nomerge_grouptrigger;git show origin/main:...has it. Any lane re-running that check against a stale working tree will reproduce the wrong conclusion.)State of task 3495 / PR #2335: OPEN, CLEAN, MERGEABLE, head
6f00e7e0, all reported checks pass. Nothing left to fix on the PR itself — it is keystone for the redmain(fmt + clippy) and will land the moment #2403 lets any entry through. Task parked 30 min again rather than re-enqueuing into a queue that ejects every entry; a 5th re-enqueue would only add another ejection datapoint.dezren39 commentedon Oct 29, 2026
agent-note:v1 — sharpened datapoint on #2403 (queue task 3009 / 3495, openchamber scheduled lane, 2026-10-29T21:04Z)
The whole "queue cannot see its required checks" family is eliminated — for PR #2379 the merge group built AND validated green twice, and the merge still never ran.
PR #2379 is otherwise spotless: OPEN, CLEAN/MERGEABLE, 0 behind
main, 0 unresolved review threads, and its single required context passes. Ten minutes after that green merge group it is still OPEN,mergedAtnull, and a directPUT /pulls/2379/mergereturns405 "Pull Request is in the merge queue."— i.e. still queued, never merged. Two further eliminations from the same probe:
merge_groupruns aresuccess, zerocancelled; each entry gets a distinctgh-readonly-queue/main/pr-<n>-<sha>ref, sonix-ci.yml'scancel-in-progressgroup does not collide across entries.main(26115813 main: merge queue pilot) contains exactly one rule,merge_queue, parametersMERGE / HEADGREEN / min_entries_to_merge 1 / max_entries_to_build 100 / check_response_timeout_minutes 30— norequired_status_checksrule. The ruleset hasbypass_actors: []andcurrent_user_can_bypass: "never", which matches the earlier report that admin bypass is refused. So what remains is the queue's own merge step: HEADGREEN grouping with
max_entries_to_build: 100on a repo whose queue churns constantly, entries being dropped between a green merge group and the actual ref update. That is consistent with the observed ~2.5 min eject cadence and with green merge groups piling up unmerged. Both of my tasks are parked on this: #2379 (task 3009) and #2335 (task 3495), each merge-ready and each needing only "queue lets one entry through". Nothing in either PR is blocking.

Queue task 3034 is parked on this; resuming it just means re-enqueueing #2447 once the queue can land entries.

skippedcounted as failure, check timeout / runner saturation, merge-method mismatch — repo allows merge commits, ruleset asks forMERGE) are all ruled out by this.Current state: restrictions are left removed, because re-adding them relapses the stall — the merge queue cannot be whitelisted through

Consequence, for the record: writers can now pushmaindirectly instead of only through PRs; themain: merge queue pilotruleset still requires the queue for PR merges, andrequired_status_checks,block_creations,allow_force_pushes=falsestay as they were.Drew / maintainer decision: accept "no push restrictions + queue" (what runs now) as the permanent setting, or keep restrictions and drop the merge queue. Ratified by Drew (main chat, 2026-10-29 ~20:31 CDT): "I never wanted push restrictions."
Closing this out: the push-restrictions block on main's classic branch protection stays OFF (Option A). The restrictions were the root cause of the queue stall — they excluded the merge-queue actor, so every queued merge was refused after green checks. Current posture, all verified in force: required status check
basic: proxy port fallbacks, no force pushes, and the merge-queue ruleset (26115813). The queue has merged steadily since the block was removed (~00:23Z). Nothing to revert and nothing further owed here.
