Phase 11 plan is out of date: several F11 tasks have merged since it was written #312

Problem

.opencode/plans/phase-11-foundations.md marks some tasks as in progress or open that have since merged. Examples from the commit log on 2026-10-18:

• F11.6 (per-call fuel metrics and budgets) is "in progress on platform-perf-budgets". That branch merged as feat(id): measure per-call guest fuel and guard it with budgets #247, and the territory fuel fix merged as fix(id): make territory's view fit eight seats within the default fuel #248.
• F11.4 (a fast lane) is described as a plan. The id PR gate now builds only the fast checks, and E2E and VM checks run nightly (id-e2e-nightly).
• F11.3 (LogSync flakes) lists the retry as the open problem. fix(id): coalesce LogSync ingest batches (#241) #255 is open with a batching fix and waits for nix flake check.
• F11.1 is already marked done.

doc/DOCUMENTATION_PROTOCOL.md says a document that no longer matches the code gets a TODO for a dated update file, not an edit in place.

What to do

Write one dated update file next to the plan with the current state of every F11.n task (done with PR, in progress with PR or issue, not started). The id roadmap in planning/roadmaps/id.md should link it.

Acceptance criteria

• Every F11 task has a state and a link.
• The original plan file is untouched.
