impl(aggregator): source coverage and gap-aware activity ingestion #3321

Open

Description

@dezren39

Part of #1261, epic #1184. Integrate GitHub, Kaneo and watchdog activity into the common #1739 stream; make source coverage and interruptions visible.

Boundary: reuse #2072 GitHub webhook/hot-list ingestion rather than building a competing receiver; #1739 owns core stream and its action/session/orchestrator writers.

Acceptance criteria

  • GitHub events from External-system observability: unified PM + queue + quota attribution (webhooks, hot list, session IDs, projections) #2072, Kaneo changes and watchdog events map to the common event contract with stable source IDs and source links; documented coverage distinguishes supported, unsupported and historical ranges.
  • Replay/retry is idempotent; persisted checkpoints permit recovery after interruption, and tests cover duplicate deliveries and restart.
  • Source outages, lag and unrecoverable gaps are exposed with source/time range and never presented as complete history; recovery/backfill updates gap status, tested end-to-end.

    Intake review

    Related: #1261 (parent design), epic #1184, #1739 (core stream + writers), #2072 (webhook/hot-list ingestion to reuse). Notes: implementation child with acceptance already in the body; this pass adds labels + the enriched mark only. Risk: source-coverage honesty (gaps shown as gaps) is the criterion most easily faked by a green dashboard — test the outage path, not just the happy path.

    state: triaged (coverage pass)
    Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 40 (priority/normal). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.
