id: protocol v1 phase 1 — session header + segment checkpoint event kind (#2036)

Phase 1 of the #2036 messaging/relay protocol v1 synthesis (design record on #2036). Define SessionHeader and SegmentCheckpoint as an ordinary signed ChainExt event kind (session.checkpoint) in pkgs/id: canonical-CBOR encoding, golden vectors, and the verifier walk (chain.rs / event_store). Includes the compacted-segment residue fields from the #2034 investigation (§5/§7 of doc/2026-10-29T10-45-00Z_investigation_ephemeral_live_data_retention): session_id, segment_seq, prev_checkpoint, root, event_count, time bounds, signature, optional audit-blob reference. No live-stream wiring yet — this is the durable contract every later phase builds on. Acceptance: event kind round-trips through event_store incl. the waiting pool; fork-proof behaviour unchanged; golden-vector tests pass.
