docs: repo-and-ci roadmap still lists timeout caps (#293, closed) as in-progress Now work #388

Problem

Follow-up to #386 (same audit, one row its verification surfaced after that issue closed):

planning/roadmaps/repo-and-ci.md L10 (Now table) lists:

#293 ("CI: add timeout-minutes caps to every job in every workflow") is CLOSED (2026-10-19T12:08:20Z), and the caps are on main: grep -rn timeout-minutes .github/workflows/ returns caps across the workflow set (e.g. auto-assign 10, go-modules-build 15, id-check 60, mcpx-conformance 10–30, jules jobs 30).

Acceptance criteria

• planning/roadmaps/repo-and-ci.md: the "Timeout caps on every job" row moves from Now to Done (result CI: add timeout-minutes caps to every job in every workflow #293).
• No other rows change.
