id: implement #3870 phase 1 — journal/schema/checkpoint foundation for region-seam handoff #3900
Description
Phase 1 of #3870 (journaled region-seam export/import, design #2818, doc doc/2026-11-01_design_id2818.md in PR #3875, §8 packet 1).
Scope: Journal/schema/checkpoint foundation only — no routing behavior changes.
- Typed coordinator/source/destination journal entries per design §3: coordinator
HandoffStarted/HandoffExportObserved/HandoffImportObserved/HandoffCompleted/HandoffCancelled; sourceEntityExported; destinationEntityImported(fields exactly as design §3). - Entity-addressed input kind
WorldEventKind::EntityInput { entity_ref, input }. - Stable handoff ID / owner-epoch / region-map-epoch / payload-digest fields.
- World journal version 3: bump-on-first-write of a v3-only entry kind, older binary refuses at open (current max is v2,
pkgs/id/src/world/mod.rs:646-683). - Checkpoint preservation for active handoffs, export fences/tombstones, import receipts/dedupe keys, and owner epochs (
pkgs/id/src/world/core.rs:455-559compaction path) + serialization/restore/compaction fixtures.
Acceptance: design #3870 acceptance for this packet — typed entries round-trip through journal replay and compaction without losing active-handoff state; v2 journals still open; a v3 journal refuses on an older binary at open, not mid-replay; no behavior change for existing worlds.

PR #3922 merged (merge commit 876b402): journal/schema/checkpoint foundation for region-seam handoff — typed EntityExported/EntityImported entries, CoordinatorJournalEntry format, WorldEventKind::EntityInput, journal version 3 bump-on-first-write, checkpoint preservation of active handoffs/fences/receipts/epochs. Laptop verification: full id lib suite 1469 passed / 0 failed; the one Codex P2 (checkpoint retained-event version detection) was fixed in d8a40bc and replied to on-thread before merge. Phase 2 (#3901, task 5864) is now unblocked.

Correction to the closing note above: the fleet-worktree full-suite tally was 1467 passed + 1 failed (
store_traits::test_the_lock_has_no_sqlite_with_logsync_wired), not 1469/0. That failure is a worktree build-state artifact, verified post-merge: the test passes in a clean worktree at both pre-merge main (33aefa7) and post-merge main (876b402), and PR #3922 changed zero Cargo files. CORRECTION to the correction above (lane D): the clean-worktree claim was also wrong (garbled tool deliveries). Direct re-read of the saved result files shows the lock test FAILS at both pre-merge main (33aefa7) and post-merge main (876b402) — it is a pre-existing main failure, unrelated to PR #3922 (zero Cargo files changed), now filed as #3930. The fleet-worktree tally for this PR's own change stands: all handoff/world tests pass; the only suite failure is that pre-existing one.
