Closing as not planned — pm-dispatch orphan tracking issue (#4917 cleanup, queue task 8030).
This issue carries no spec: it is the tracking issue pm-dispatch created for a test-prompt ('do the thing') dispatch whose launch failed before the annotation step, so it was left open and empty. The root cause is fixed in PR #4941 (failed launches now note + close their own tracking issue as not planned), and this class is tracked in #4917 — reopen there if a real dispatch was behind this one.
Found via: atomic queue claim (coverage pass, code slices 3+); the packet's state_checked_at predates the closure
Verdict: superseding work already happened; this issue needs nothing. Closed NOT_PLANNED at 2026-11-03T14:08:18Z (comment above), root cause fixed by PR #4941 (merged 2026-11-03T14:12:33Z, fix(pm-dispatch): compensate orphan tracking issues on failed launches), and the class is tracked at #4917 (now closed). No PR or branch is needed.
Evidence (fresh):gh issue view 4247 → CLOSED / NOT_PLANNED; gh pr view 4941 → MERGED; gh issue view 4917 → CLOSED. The prior queue checkpoint (handed_off, lane opencode) refers to the failed pm-dispatch launch this issue tracked, not to pending code work.
Stale coverage labels removed (queue/queued, status/needs-triage) so nothing looks in-flight on a closed issue.

state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 30 (priority/none). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.
