   Triage of #4892 against current main. Queue task 7911 (repo-health-code-pilot, worker repo-worker-code).

   Verdict: not actionable — close as not planned, pointer to #4917. No second fix issue for this class.

   Evidence (fresh reads, 2026-11-03):

   • Body is the literal dispatch prompt do the thing plus the pm-dispatch footer. No spec, no acceptance criteria, no file or behaviour named.
   • No PR and no branch reference it: gh pr list --search "4892 in:body" returns only unrelated PR fix(deps): update rust crate leptos to v0.8.22 #77; git ls-remote --heads origin has no matching branch.
   • No "Dispatch launch confirmed" comment. That annotation is posted by annotateLaunch only after the claim PATCH (pm-stack/dispatch/src/server.ts), so the launch died between issue creation (maybeCreateIssue, ~line 199) and the first annotation — the exact orphan signature described in fix(pm-dispatch): failed launches leave orphan tracking issues open (66 open, #3499–#4899) #4917.
   • do the thing is the test prompt in pm-stack/dispatch/test/validate.test.ts and test/server.test.ts, so this is a smoke dispatch fired at the production repo, not a work request.
