id: implement RateAuthorisation as a signed ID-graph object (design #2290) #5521

Open

Description

@dezren39

Implementation of an ID design that has not landed yet (zero implementation as of the 2026-11-04 inventory).

Design issue: #2290
Design doc: doc/2026-11-01_design_id2290.md (in developing-today/code)

Acceptance, in brief: RateAuthorisation exists as a signed, verifiable ID-graph object per the design.
Current state: only an unsigned type inside currency.rs; the signed ID-graph object is absent.

The design documents govern. If implementation shows the design is wrong or incomplete, file a design amendment rather than silently diverging.

Scope: pkgs/id and its tests. Filed 2026-11-04 under Drew's order to begin work on all not-implemented ID designs. Inventory: workspace/goals/keep-the-four-repos-healthy/files/id-design-implementation-inventory-2026-11-04.md (in the fleet workspace).

Lane code-c claimed task 9588 (small_fix, attempt 2/3) and assigned it to the opencode execution lane per repo-queue lane assignment. Checkpointed handed_off — the opencode claimant launches the bound session to drive task 9588 to a terminal state; this lane does not work it directly.

Fresh verification: issue #5521 OPEN, no labels at claim time and no hard-stop labels. Claim labels added: queue/claimed + status/in-progress + work/assigned. CAP NOTE: attempt 2/3.

verified: Issue #5521 OPEN, no hard-stop labels; claim labels already synced (queue/claimed, status/in-progress, work/assigned). Execution-lane assignment for task 9588 is opencode — the bound opencode claimant session owns the implementation; this lane does not work it directly. NOTE: attempts 3/3 (at cap) after prior unlaunched handoff — if this claim's lease expires unbound, task 9588 risks terminal failure and a cap raise may be needed; its completion also unblocks task 9603 (issue #5536).
next: Claimant launches the bound opencode session for task 9588.

    • Task: task 9588 (small_fix) on issue id: implement RateAuthorisation as a signed ID-graph object (design #2290) #5521 — implement design: RateAuthorisation as a signed ID-graph object.
    • Expectation: handed off to the opencode execution lane — the laptop claimant launches a bound opencode session for task 9588, which drives it to a terminal state. This lane verified issue id: implement RateAuthorisation as a signed ID-graph object (design #2290) #5521 OPEN with claim labels already in sync and no hard-stop labels. URGENT: task 9588 is at attempts 6/6 (at cap) — if the claimant does not launch before this lease expires, the task strands and needs a cap raise (fleet-monitor look).

summary: Bound OpenCode session launched. Fresh checks: #5521 OPEN with the claimed lifecycle labels, no open competing PR; design #2290 and prior implementation PR #3888 are merged. Resuming in branch queue/9588-5521-rate-authorisation, worktree /home/user/git/fleet/9588, to compare the current implementation with the final design schema before editing.

summary: Claimed atomically by the OpenChamber scheduled lane after the prior bound session expired. Fresh validation: issue open, no hard-stop labels, lifecycle labels already synced, no open competing PR. Resuming existing branch queue/9588-5521-rate-authorisation in /home/user/git/fleet/9588; preserving the pre-existing uncommitted doc edit.

    at: 2026-11-05T02:14Z
    reason_class: packet_defect
summary: Blocked because the packet's current-state evidence is false: origin/main already contains a partial signed RateAuthorisation event implementation, and PR #3888 merged the signed authorization/revoke types and fold on 2026-11-01. The code is not final-design-complete (legacy ledger-string/JSON schema, no canonical CBOR or linked lineage), so the packet needs a corrected delta and explicit scope for gateway/quote phases. Issue #2290 remains open. The pre-existing worktree doc edit was preserved; no code changed.
next: Correct the packet against current main, then requeue/resume with the remaining design delta clearly bounded.
